“Alberta and Federal Governments Near Deal Before Grey Cup”

The Alberta and federal governments are currently engaged in discussions to finalize a significant agreement aimed at recalibrating their relationship. Both parties are working towards signing a formal memorandum of understanding (MOU) before the Canadian Football League’s Grey Cup on Nov. 16, as confirmed by the Alberta premier’s office.

For years, the relationship between the federal government and the province has been strained, reaching a particularly contentious point over the past decade. Alberta governments have consistently criticized Prime Minister Justin Trudeau’s policies, attributing them to deteriorating relations. These policies include alterations to impact assessment legislation, a ban on oil tankers in B.C.’s northern coast, net-zero electricity regulations, and proposed regulations for an oil and gas emissions cap.

Negotiations are deemed crucial, with ministers and sources avoiding public commentary to prevent any missteps that could jeopardize the discussions. Notably, Alberta Premier Danielle Smith and Environment Minister Rebecca Schulz have refrained from making public statements or have remained cautious in their remarks following the Carney government’s climate strategy announcement in the budget.

The Climate Competitiveness Strategy outlined by the Carney government reaffirmed its commitment to certain emissions-reduction policies that have been a point of contention, such as enhanced methane regulations and clean electricity regulations. While the strategy did not explicitly promise to eliminate the oil and gas emissions cap, it laid out conditions that, if fulfilled, could render the policy unnecessary.

In response, Premier Smith issued a statement expressing reserved judgment until the conclusion of negotiations with the Carney government by mid-November. The statement emphasized the importance of determining the federal government’s sincerity in repealing or revising policies that have negatively impacted Alberta’s economy.

A spokesperson for Smith referred to a previous statement where the premier highlighted ongoing efforts to reach an agreement with the federal government, focusing on either removing, adjusting, or overhauling federal climate policies opposed by Alberta. Additionally, the Alberta government is progressing with a bitumen pipeline project to British Columbia’s northern coast, intending to submit an application through the federal Major Projects Office.

Advocates like Shannon Joseph view the impending agreement in November as a potential turning point, noting a convergence of goals between Premier Smith and Prime Minister Mark Carney in attracting investment and positioning Canada as an energy powerhouse. However, skepticism persists among some, like Oliver Anderson, who doubts the likelihood of a breakthrough due to Alberta’s historical opposition to federal clean energy policies.

Should negotiations prove successful, it would signify a significant milestone for both levels of government, which have grappled with conflicts in their relationship even predating the current federal administration. Premier Smith has previously mentioned the possibility of a “grand bargain” following discussions with Carney earlier in the year.
