“Correctional Investigator of Canada Resigns Over Prisoner Rights”

Dr. Ivan Zinger, the correctional investigator of Canada, is stepping down from his position ahead of schedule due to his frustration with the government’s lack of action on systemic human rights issues affecting federal prisoners. Zinger expressed disappointment with the Correctional Service of Canada (CSC) and government officials for their failure to address mental health concerns effectively.

In his final annual report released recently, Zinger highlighted various deficiencies in mental health care services within federal prisons. The report outlined issues such as outdated policies, inadequate staff training, lack of proper mental health screening, and insufficient post-release support programs. Additionally, it criticized the Regional Treatment Centers (RTCs) for not meeting the mental health needs of inmates adequately.

Zinger recommended transferring individuals with long-term psychiatric needs to external hospitals for specialized care, a suggestion that was rejected by the CSC. The agency defended its position, stating the importance of maintaining in-patient psychiatric care within RTCs.

Furthermore, Zinger urged the government to reconsider its plan to build a new $1.3 billion hospital for inmates in New Brunswick, describing it as a misallocation of resources. He proposed investing in partnerships with local hospitals instead.

Despite some recommendations being accepted by the CSC, Zinger expressed skepticism about meaningful reforms taking place. He emphasized the need for legal actions to compel the government to address human rights violations in federal prisons.

In conclusion, Zinger, while leaving his position without regrets, expressed satisfaction in the impact his reports have had in advocating for the rights of inmates and pushing for necessary reforms in the prison system.
