Known as the south wind capital of the Arctic, Paulatuk, N.W.T., has a history of utilizing its powerful southerly winds for various purposes. These winds have traditionally powered boats, provided directional cues through snowdrift formations, and aided in the drying of meat for storage. Now, the community is aiming to leverage this wind resource for generating electricity as part of its aspiration to achieve carbon neutrality.
While pursuing this renewable energy goal, the community emphasizes the importance of ensuring that homes are energy-efficient to prevent wastage. Lily-Ann Green, a member of the Paulatuk Energy Working Group, highlighted the issue of inadequate weather sealing in many homes, leading to heat loss and the need for makeshift solutions like using blankets to insulate doors and windows during windy, cold months.
Kourtney and Stacy Wolkie, residing in a Housing N.W.T. unit with their family, face challenges such as missing cupboard doors, broken door handles, and faulty window latches, requiring them to resort to sealing their drafty front door with silicone for nearly half the year. This makeshift solution poses safety concerns in case of emergencies like fires.
According to a 2024 report by the N.W.T. Bureau of Statistics, almost half of the homes in Paulatuk are classified as having a core need, indicating that they are substandard in terms of suitability, adequacy, and affordability, with the community having the second-highest percentage of such homes in the territory.
The envisioned renewable energy project for Paulatuk includes wind turbines, solar panels, and a battery storage system. Green envisions a better future for her grandchildren through this project but stresses the importance of first addressing housing issues to prevent energy wastage.
Presenting the community energy plan, named Sivulliit Energy, at a recent course, Raymond Ruben, the mayor of Paulatuk and chair of the working group, emphasized the need for efficient homes to complement the clean energy generation efforts. The plan highlights the significance of improving housing conditions and energy efficiency to enhance comfort, longevity, and safety for residents.
The working group is collaborating on a housing research project to install monitoring devices in Paulatuk homes to gather data on energy consumption patterns. This initiative aims to provide insights for making recommendations to the N.W.T. government on improving energy efficiency in residential buildings.
Additionally, the group is planning a housing and energy efficiency course to educate residents on simple measures to make their homes more winter-ready and reduce energy consumption without compromising comfort. These efforts align with the community’s goal of promoting energy-efficient and culturally appropriate housing solutions suitable for the local climate.
Looking ahead to the upcoming course in spring, Green expressed optimism about empowering residents with knowledge and tools to lower their power bills and enhance energy efficiency in their homes.
