U.S. Homeland Security Secretary Kristi Noem has reaffirmed her characterization of the incidents involving two American citizens fatally shot by federal immigration officers in Minneapolis as “domestic terrorism.” Noem, responsible for overseeing President Donald Trump’s immigration enforcement initiatives, faced scrutiny over her statements during a Senate judiciary committee hearing.
The Department of Homeland Security deployed hundreds of officers from Immigration and Customs Enforcement (ICE) and Customs and Border Protection to Minnesota under the guise of combating fraud. When protesters opposed the operation by conducting marches, monitoring neighborhoods for ICE activity, and providing food to fearful immigrants, tensions escalated.
The shooting of Renee Good, a 37-year-old mother of three, by an ICE officer on January 7 triggered widespread protests calling for an end to the operation. Another resident, 37-year-old Alex Pretti, was shot by Customs and Border Protection officers on January 24 while filming enforcement activities, further fueling demands for accountability and transparency.
Criticism of Noem mounted as her initial portrayal of Good and Pretti as aggressors drew backlash from both Democrats and some Republicans, with calls for her resignation. During the hearing, Senator Dick Durbin repeatedly pressed Noem on retracting her statements, but she stood by them, citing reports from agents at the scene and asserting her commitment to providing accurate information.
Facing tough questions from senators regarding the administration’s immigration enforcement tactics, Noem’s appearance marked her first before Congress since the fatal shootings. The public outcry prompted a shift in strategy by the Trump administration, moving away from large-scale surges to a more targeted approach in response to the deaths.
Despite the funding lapse for her department and ongoing debates among Congressional Democrats, Noem disclosed that a reduced number of federal agents, now at 650, remains in Minnesota compared to the initial deployment of around 3,000. While acknowledging administration mistakes, Senator Chuck Grassley defended the immigration officers, emphasizing the importance of enforcing laws without jeopardizing their safety.
