“Carney Shuffles Cabinet: New Ministers and Roles Announced”

Prime Minister Mark Carney made changes to his cabinet on Monday, appointing Marc Miller as the Minister of Canadian Identity and Culture, as well as Official Languages. Joël Lightbound, the Minister of Public Works and Procurement, was also assigned the additional role of being Carney’s Quebec lieutenant. Furthermore, Minister of Environment and Climate Change Julie Dabrusin took on the responsibility for parks and nature, which were previously under the purview of former minister Steven Guilbeault, who recently resigned.

Miller, who previously oversaw immigration and Indigenous services under Justin Trudeau, expressed his excitement at returning to the cabinet after not being initially appointed by Carney. Lightbound, elected in 2015, and Dabrusin, who served as a parliamentary secretary under Trudeau before her promotion by Carney, also welcomed their new roles.

Lightbound mentioned feeling honored to take on the role of Quebec lieutenant, emphasizing its importance in both federal and Quebec politics. Both Miller and Lightbound acknowledged Guilbeault’s past contributions, expressing their intention to build on his work. Guilbeault resigned due to disagreements over the Alberta energy agreement, which led to the suspension of certain environmental policies introduced during his tenure.

Carney, who had previously reversed some of Trudeau’s environmental policies, suspended the consumer carbon tax on his first day in office. The changes in cabinet were necessitated by Freeland’s departure in September, where she indicated her intention to leave federal politics. Carney redistributed responsibilities, with Dominic LeBlanc taking over internal trade and Steven Mackinnon assuming the transport portfolio.

The reshuffling marked the second time Carney adjusted his cabinet since the April election. Freeland’s exit, after holding various cabinet positions under Trudeau, including finance, paved the way for these recent changes. Carney and Freeland had competed for the Liberal leadership, with Freeland finishing as the runner-up.

Overall, Carney’s cabinet changes reflect a strategic realignment of roles and responsibilities within the government.
