The chief of Canada’s intelligence agency has raised concerns about an alarming increase in radicalization among young individuals. In his inaugural speech, Director Dan Rogers of the Canadian Security Intelligence Service (CSIS) highlighted the persistent threat of violent extremism, whether driven by religious, ideological, or political motives, as a major national security issue in Canada.
Rogers revealed that nearly 10% of terrorism investigations conducted by CSIS now involve individuals under the age of 18, a worrying trend. He cited a recent case in August where a minor was apprehended in Montreal for allegedly planning an attack on behalf of Daesh, also known as ISIS.
Earlier, the Royal Canadian Mounted Police (RCMP) arrested a 15-year-old from the Edmonton area for suspected ties to an online extremist group called 764, known for targeting children and youth. In Ottawa, the RCMP charged two 15-year-olds for allegedly plotting an attack against the Jewish community.
Rogers emphasized that violent extremists are driven by various personalized beliefs, including xenophobia, accelerationism, nihilism, anti-Semitism, misogyny, and extreme interpretations of religion. He highlighted the role of online content in radicalizing individuals and justifying violence to achieve extremist goals.
Despite the concerning trends, Rogers pointed out that only a small number of individuals with extreme views resort to violence, but the consequences of their actions are devastating. He noted that since 2014, Canada has experienced 20 violent extremist attacks resulting in 29 deaths and at least 60 victims, with law enforcement successfully thwarting additional threats.
Rogers stressed the importance of societal support for youth to prevent radicalization at an early stage. He also addressed the issue of foreign interference and espionage, mentioning the interests of China and Russia in Canada’s Arctic region. Rogers highlighted China’s economic ambitions in the Arctic and Russia’s unpredictable and aggressive posture in the region.
Regarding China’s espionage activities, Rogers warned about Chinese attempts to recruit Canadians with access to sensitive government information through social media and online platforms. He mentioned ongoing discussions with Prime Minister Mark Carney on national security threats, emphasizing the need for evolving intelligence operations to address changing international relationships.
Rogers also raised concerns about data storage, noting the risks associated with Canadians’ data being held outside the country. He suggested that policy options beyond CSIS’s scope might be necessary to address potential threats arising from data weaponization by hostile states.
In his concluding remarks, Rogers reassured Canadians of CSIS’s commitment to safeguarding national security and emphasized the agency’s adaptability to navigate rapidly evolving threats. Prior to his current role, Rogers served as the deputy national security and intelligence adviser to the prime minister and gained extensive experience at the Communications Security Establishment, Canada’s foreign signals intelligence agency.
