Several residents residing in a property in Winnipeg’s West Broadway area have expressed concerns over unauthorized construction activities that occurred during the summer, leading to violations of their privacy and safety. The tenants have reported disruptions and discomfort caused by the renovations, with some even deciding to vacate the premises. However, the new owner of the building has defended the renovation efforts, citing the necessity to upgrade the aging complex.
One former tenant, Mira Koop, highlighted issues she faced after the new owner took over the adjoining buildings at 640 and 644 Westminster Ave. in July. Koop mentioned instances of sudden appliance replacements without notice, disruptive renovations, and unauthorized entry by contractors, which significantly impacted her living conditions.
The tenants also raised concerns about proposed rent increases and additional utility charges under the new ownership. The tenants, including Madlen Bowen and Liam Simpson, signed a lease just before the property was sold and were met with unexpected changes in rental terms and conditions.
The property management company, Chanden Homes Ltd., faced criticism for its handling of the situation, with tenants reporting lack of communication and disregard for their concerns. Despite complaints, the management company and the building owner maintained that the renovations were necessary for the building’s upkeep.
City records revealed the absence of construction permits for the property in recent years. The contractor involved in the renovations explained that they believed certain works did not require permits initially. However, they later applied for permits following a city inspector’s intervention.
While the tenants sought assistance from the Residential Tenancies Branch, they expressed dissatisfaction with the responses received, which they deemed unhelpful. The branch clarified its limitations in addressing certain issues raised by the tenants, such as extensive renovations and rent increases.
As the tenants continue to voice their grievances, there is ongoing debate over the handling of the situation by the property management and the new owner. The tenants emphasized the importance of respectful communication and adherence to regulations to ensure a harmonious living environment for all residents.
